This would risk excluding people who work for or contract with government organizations from using the OS. Public education, higher education, banks, hospitals, telecom, lawyers and researchers are all likely to choose a different OS as soon as they perceive the one they use as being in a legal grey area. If an OS loses the participation of these organizations, they lose the opportunities for funding and developer contributions that were coming from them as well.
Just forbid any user from any place that has these laws from using your OS through your ToS but don’t implement a way to check who uses it.
