    I wouldn’t call it worthless as I don’t think those rouge nations have working nuclear weapons.

    The treaty also explicitly bans the testing of nuclear weapons which is a major win.

      I would say it is worthless since it has left these rogue nations more powerful than they are. Even if they don’t have a working nuke, just a rumour of a nuke has made sure they are not attacked.

      Just compare North Korea and Ukraine. One developed whether real or not a nuke and other gave up its nukes. One are not even touched for the fear of retaliation and other is attacked at the first instance.

      Major win would have been the nuclear powers to reduce their stockpiles not weakening of other nations. That is a side effect not a win.
