It’s not a monopoly, but it is a cartel.
None of the ISPs compete directly in most places, that’s the beauty of it. They realized long time ago it’s more profitable if they divide the US into little monopoly regions.
Things always get better when they get bought up by a giant conglomerate, that’s what I always say. /S
